How a licence can be active while the website is absent
The two records look contradictory only if you assume a register is a monitor. It is not, and no gaming regulator's register anywhere is.
Register status moves on regulatory events. A licence is granted, and then it stays as it is until something specific happens to it: it expires, it is surrendered by the holder, it is suspended, or it is revoked. Each of those is an act by the regulator or the holder, recorded as such.

The register is not wrong about its own paperwork and Trustpilot is not wrong about its own platform. They are measuring different things, and the gap between them is this whole site.
